New Delhi [India], Nov. 24: The Congress party on Thursday said it could not understand why Prime Minister Narendra Modi is moving away from parliament and is delaying parliament functioning.
Congress leader PC Chacko told ANI, "The more they delay, the more it is harmful of the functioning of the parliament.
