Dehradun (Uttarakhand) [India], Feb. 3 : The Election Commission of India has issued a notice to the Congress over the launch of 'Berozgaari Bhatta Card' in Uttarakhand and has asked to respond within 48 hours.
Earlier in the day, in a unique bid to woo the young voters, which constitute the majority of the state's total electorate, the Congress launched an initiative titled 'Har Sang Harda', according to which the grand old party would enroll the youth for a scheme that promises employment to a young member of each household by 2020.
It also promises payment of a monthly stipend to jobless young men for 36 months till they get employment.
The campaign began with distribution of unique IDs to the youth through which they could activate the 'Berozgaari Bhatta Card'.
The card directly connects the enrolled youth to the Harish Rawat-government for skill training and 'Berozgaari Bhatta' or unemployment allowance.
